Will the Work Programme fail the most disadvantaged?

Concerns have been voiced that that the Government's new Work Programme will fail to help the most disadvantaged because of a lack of voluntary sector involvement.

All but three of the 40 'prime' contractors under the Work Programme were awarded to private sector firms. In addition, the voluntary sector's share of sub-contracted service delivery will drop significantly with the introduction of the Work Programme.

There is a particular problem for London where there a higher proportion of clients with multiple barriers to employment, and where mainstream welfare-to-work programmes have performed worse than in other areas.
