What does the graph show?

This graph shows the proportion of 19 year-olds in London lacking a Level 2 or Level 3 qualification on leaving school. Level 2 refers to GCSE-level qualifications or equivalent, while Level 3 refers to AS and A-level qualifications or equivalent.
